House Committee on Culture, Recreation, and Tourism Meets

In recent weeks I have written about the interim committee charges for the 32 standing committees. Each committee meets during the interim in order to hear testimony regarding its charges. Recently, the House Committee on Culture, Recreation, and Tourism, of which I am a member, met in Austin to hear from the state agencies it oversees: Texas Parks and Wildlife; the State Library and Archives Commission; and the State Preservation Board.

Texas Parks and Wildlife (TPWD) gave testimony to the committee on its State Wildlife Action Plan. These federally-mandated plans are created to assess the conservation needs of places and species throughout the state. Included in the testimony was information on the threat of invasive species in Texas, in particular the zebra mussel, and how the department is working to combat these problems. As it has been reported, zebra mussels have infested many waterways across the United States. These mussels have only been confirmed in one place in Texas: Lake Texoma. The committee also heard testimony from TPWD on its many licenses and permits, and considered ways in which the department could simplify its licensing and permitting process.
The committee also heard from the State Preservation Board, which oversees the Governor's Mansion Restoration Project and the Capitol Dome Restoration Project. The agency testified that the last two years since the fire have been spent trying to find a plan that would restore the Governor's Mansion to as close to its original state as possible while updating it in accordance to the needs of a modern day governor and the public. Currently, prep work is taking place on the building; for instance, lead paint is currently being stripped from outside of the building. The actual reconstruction of the mansion is scheduled to begin October 1 of this year. It is anticipated that the reconstruction will be completed in February 2012.
The Preservation Board also reiterated that the work on the Capitol Dome and House Chamber, about which I have previously written, are being paid for by funds earned through sources such as the Capitol gift shop and especially the annual capitol ornament; no tax-payer dollars are being used to fund that project.
